Free head shots . . . unless you factor in the bail money
Ironically, this evolves the setup from that of a typical booking mug to something almost Martin Scheoller-esque. That top (normal room) light becomes a high-vertical key. It's brighter because it is closer to the subject. The strip lights become the on-axis fill, thus completing the look.
A fun little article on the mug shot processing at Santa Barbara PD and how, well, it ain't bad . . . as celebrity chef Cat Cora found out recently when booked for DUI. If you look at her mug shot, you can see the reflection of the two strips, which makes for interesting, almost-otherworldly catchlights.
Of course, there is the issue of bail money - probably cheaper to go to Home Depot and MacGyver this for yourself.
