Yo No Comprendo

Why is an article about the lack of tourism in Tijuana's shopping district placed in the local Santa Ana news section of the Orange County Register?

The border violence is real. Swine flu is real. The danger of both are overblown. In all of this, tourists don't seem to have been targeted.

I haven't been on Avenida Revolución for close to 20 years, tourist traps are of no interest to me, and I can purchase things I want or need in other parts of TJ and México at much better prices.

A Tijuana story probably ended up in the local section because there was no place else for it in the "incredibly shrinking Santa Ana Register".
